The mission of the Center is to promote, increase and improve opportunities for independent living and lifestyle for persons with disabilities within the six-county service area: the counties of Adams, Brown, Hancock, Pike, McDonough, and Schuyler.

The Rehabilitation Act of 1973, and later amendments mandated that centers for independent living focus on consumer control.
This is what makes WCICIL a bit different than other social service agencies. Each consumer is encouraged to decide what his or her own goals will be. WCICIL staff supports and encourages consumers to take the necessary steps to reach each goal.

A Board of Directors, of which 51% of the members must have a disability, governs the Center, and an Executive Director manages WCICIL.
